State Commissioner for Persons with Disabilities
The State Commissioner for Persons with Disabilities was appointed as per Section 60 of the Persons with Disabilities (Equal Opportunities, Protection of Rights and F II Participation) Act, 1995. The office of the Commissioner for Persons with Disabilities is established in 2004 and is functioning at lower Lachumiere, Temple Road, Shillong.
The duties and functions of the Commissioner for Persons with Disabilities are:-
- to coordinate with the departments of the State Government for the programmes and schemes for the benefit of persons with disabilities;
- to monitor the utilisation of funds disbursed by the State Government;
- To take steps to safeguard the rights and facilities made available to persons with disabilities;
- To submit reports to the State Government on the implementation of the Act at s intervals as that Government may prescribe and forward a copy thereof the Chief Commissioner.
- And to look into complaints with respect to matters relating to
- Deprivation of rights of persons with disabilities;
- Non-implementation of laws, rules, bye-laws, regulations, executive orders, guideline or instructions made or issued by the appropriate Governments and the local authorities for the welfare and protection of rights of persons with disabilities, and take up the matter with the appropriate authorities.
Schemes for the Disabilities are being implemented through different agencies.
Major schemes
- Schemes dealing with C.W.S.N. can be categorised into educational and Supplementary schemes. The former includes the Integrated Education of Disabled Children
(I.E. D.C.) and the latter includes the Scholarship as well as the Assistance to Disa11ed Persons for Purchase /fittings of aids and appliances(A.D.I.P.).
Integrated Education of Disabled Children (I.E.D.C.): This scheme provides educational opportunities for disabled children in common schools, to facilitate their retention in the school system and also to place in common schools, such children already placed in special schools after they acquire the communication and daily living skills at the functional level.

This includes Assistance to Disabled Persons for purchase lifting of aids and appliances (A.D.I.P.) Scheme.

- GHARAUNDA
GHARAUNDA or Group Home And Rehabilitation Activities Under National Trust Act for Disabled Adults is a new scheme for providing Life Long Shelter & Care to Persons with Disabilities in Group Homes
- Sabyogi
It is a new and revamped scheme of Caregivers Training & Deployment. A new training module has been designed and a system of training & deployment of Caregivers has been provided for under the scheme.
- Samarti
It’s a Centre Based Scheme (CBS) which was introduced in July 2005 for residential services – both short term (respite care) and long term (prolonged care). Activities in a Samarth Centre should include early intervention, special education or integrated school, open school, pre-vocational and vocation training, employment oriented training, recreation sports etc. The facilities in the home shall be available to both- men and women- on 50-50% basis and shall cover all the four disabilities under the National Trust
- Aspiration
This is an early intervention programme for school readiness. The scheme is to work with children of 0-6 years with developmental disabilities, to make them ready for mainstream and social schools.
- Niramaya
This is a health insurance scheme for any person below the poverty line with the four disabilities under the National Trust. The insurance cover is upto Rs. I lakh for a vast range of health services from OPD to cashless hospitalisation The objective of this scheme is to stimulate National Trust activities in unrepresented districts. Under the scheme, fund is provided to set up an NGO, including parents association and then to carry out activities for the welfare of persons with National Trust disabilities
- Asmita
Asmita - a Group Life Insurance scheme for parents/guardians of persons with disabilities covered under National Trust Act. the National Trust was setup in the context of parents' worries that what will happen to their children with special needs when they are no more. In order to provide a sustainable solution to this rather difficult problem, Asmita - a scheme of Group Life Insurance is conceived
- to ensure financial security and provide an assured minimum fund for the welfare of persons Autism, Cerebral Palsy, Mental Retardation & Multiple Disabilities in the event of death or permanent disability of their parent or guardian or any other person (supporter) on whom the with such disability is physically or financially dependent, and to encourage and facilitate parent guardians and such persons (supporters)
- to plan and ensure adequate financial security for their wards with such disabilities at affordable cost
- to facilitate assisted living with independence and dignity.
- Uddyam Prabba
It is an Interest Subsidy Scheme for self-employment. A PwD who takes a loan from any bank or NHFDC can get interest subsidy of 5% for BPL or 3% for APL on loan amount upto I lakh Rs.
- Gyan Prabba
Scholarship Scheme for doing, post schooling, any employment oriented course. Under the Scheme, a monthly scholarship of Rs. 700 shall be paid for upto 1 year. Any PwD who has done any schooling
or has not done any schooling at all can also get scholarship
- ARUNIM
Association for Rehabilitation under National Trust Initiative of Marketing has been launched to help
PwDs in product designing, production processes, packaging and marketing enabling them to Iive a life with dignity and independence.
III. GRANT-IN-AID SCHEME OF THE MINISTRY OF SOCIAL JUSTICE & EMPOWERMENT
The different Grant-in-Aid schemes offered are:-
- Assistance to Voluntary Organizations for Disabled
- Assistance to Disabled Persons for Purchase/Fitting of Aids/Appliances
- Assistance to Voluntary Organizations for the Rehabilitation of Leprosy-Cured Persons
- Assistance to Organizations for Persons with Cerebral Palsy and Mental Retardation
- Establishment and Development of Special Schools
- Science and Technology Development Projects in Mission Mode

- ASSISTANCE FOR AGRICULTURAL ACTIVITIES
- SCHEME TO PROMOTE MANUFACTURING/PRODUCTION OF ASSISTIVE DEVICES FOR DISABLED PERSONS.
- ASSISTANCE FOR SKILLS & ENTREPRENEURIAL DEVELOPMENT PROGRAMMES
- SCHEMES TO PROMOTE SELF-EMPLOYMENT AMONGST PERSONS WITH MENTAL RETARDATION, CEREBRAL PALSY AND AUTISM
